Excerpt. Only this much of the email has been made public.

Delta II rocket upper stage has a specific impulse of 319s and a mass efficiency of 86%, compared to the expected Falcon specific impulse of 325s and mass efficiency of 91%. Our inert mass being one third better than Boeing's is very significant as that translates to a pound for pound improvement in actual payload to orbit [...] biggest single advantage we have is our use of advanced aluminum-lithium for the propellant tanks rather than steel in the Boeing case. We also employ a blended system of both heated helium and gaseous oxygen to pressurize the tanks, significantly reducing our pressurant weight.

About this email

In the passages quoted by HobbySpace, Musk compares the Falcon upper stage with the Delta II's: 325s specific impulse and 91% mass efficiency against 319s and 86%, crediting aluminum-lithium tanks and a blended heated-helium and gaseous-oxygen pressurization system.

Notes

Excerpt only: these are the passages that HobbySpace's RLV News quoted verbatim from the newsletter when it came out; HobbySpace's own paraphrased highlights are not included. The complete newsletter was posted on spacex.com (Updates section), which is no longer online, and no full-text reprint was found. HobbySpace (29 August 2003) also reports that this update covered the first-stage parachute recovery system, the thrust vector control test stand, a Vandenberg launch animation, the vertical test stand in Texas and an addendum to Musk's congressional testimony.
